The funded “Scoutreach” program includes “Soccer and Scouting” and “Hispanic Youth Leadership Council (HYLC)” that are effective in bringing Scouting to Hispanic youth who have not previously known it. “Scoutreach” also provides staff to lead troops, packs and dens when volunteers are unavailable.
